Simplified Solutions Inc. has released IDF-to-3D.  IDF-TO-3D is a powerful new web based product that allows Electrical and Mechanical Designers and Engineers to create 3D PCBs in STEP format in as little as 1-2 hours. 

Use of the tool to generate your 3D PCB is free.  If satisfied with the output after viewing a 3D PDF of your 3D PCB design, a STEP file of the PCB Assembly can be purchased, downloaded, and imported into your MCAD tool.
